Plenary Session 2: Resumed second session of the United Nations Habitat Assembly (UNHA2.2).

The resumed second session of the United Nations Habitat Assembly will take place from 29 to 30 May 2025 at the UN-Habitat Headquarters in Nairobi, Kenya.

Agenda item 6: Strategic Plan for the period 2026-2029 High-level Dialogue on Housing.


As the foremost intergovernmental platform on housing, human settlements, and sustainable urban development, the United Nations Habitat Assembly provides Member States with the opportunity to guide policy in key areas defined by the UN General Assembly. These efforts support the accelerated implementation of the New Urban Agenda, achievement of Sustainable Development Goal (SDG) targets, and fulfilment of national commitments under the Paris Agreement on climate change.

The United Nations Habitat Assembly is a universal body composed of the 193 Member States of the United Nations. It serves as the main legislative body for global urban policy-making and is the highest decision-making authority on housing, urbanization and human settlements.

At its second session, held in Nairobi in June 2023, the United Nations Habitat Assembly adopted several key resolutions – including on adequate housing for all, the transformation of informal settlements and slums, and guidelines on people-centred smart cities. 

The resumed second session primarily aims to conclude outstanding matters carried over from the adjourned session, including:

· Consideration and possible adoption of the Strategic Plan 2026–2029 with a focus on housing, land, and basic services

· Consideration and possible adoption of the international guidelines on people-centred smart cities

· Consideration and possible adoption of the stakeholder engagement policy

· Election of 36 members to the Executive Board of UN-Habitat

· Election of the Bureau of the United Nations Habitat Assembly



The Assembly will open on 29 May 2025 with a ceremonial session and will conclude on 30 May 2025.

1st Meeting, 86th Session of Committee on Urban Development, Housing and Land Management.

On 8 October 2025 (10 a.m.– 6 p.m.), a meeting of UNECE member States' ministers will address urgent challenges and strategic priorities of housing affordability and sustainability. Ten years after the adoption of the Geneva UN Charter on Sustainable Housing, ministers will be invited to share their countries' experience on major housing affordability and sustainability-related challenges and present key actions and strategic solutions for addressing them.
